Frank Regnery is a Senior Managing Director at FTI Consulting in the Construction Solutions practice and is based in New York. Mr. Regnery has more than 35 years of construction industry and litigation experience.
Mr. Regnery advises domestic and international clients on a range of topics related to the development or defense of construction claims including delay analysis, damages quantification, troubled project workouts, and change order negotiations. Additionally, Mr. Regnery has conducted numerous construction fraud investigations and closeout/cost recovery audits. Over his career, Mr. Regnery has analyzed a wide variety of construction projects across several industries. The types of projects include power generation, offshore and onshore oil and gas facilities, manufacturing and process plants, pipelines, water treatment facilities, hotels and resorts, commercial buildings, multifamily residential and transportation. Mr. Regnery has qualified as an expert witness and has testified in ICC Arbitrations, AAA Arbitrations, State and Federal Courts and numerous mediations. Recent projects have included international and domestic assignments associated with power generations, large petrochemical facilities, and offshore oil and gas development.
Prior to joining FTI Consulting, Mr. Regnery was a Partner in the New York office of Deloitte Financial Advisory Services LLP’s, Capital Projects Consulting Practice. At Deloitte, he concentrated on construction and real-estate matters, with a strong emphasis on advising clients in dispute resolution, project delivery, financial due diligence, cost recovery audits, and fraud investigations. While at Deloitte Mr. Regnery participated in several construction company financial audits, serving as a Subject Matter Expert, to assess project specific financial performance, recognition of revenues related to disputed work, and estimates at completion.
Mr. Regnery began his career in the oil and gas industry, first as a structural engineer for Foster Wheeler Energy and then with Getty Oil as a Senior Construction Engineer. He has more than 17 years of construction industry experience prior to becoming a consultant. After his career at Deloitte, Mr. Regnery was a Principal at another consulting organization, Exponent Inc., where he provided litigation support services, including providing expert testimony in several international and domestic dispute resolution forums.
Mr. Regnery has consulted on numerous troubled construction projects and has managed the shut down or takeover of several of these projects. He has significant experience advising clients on early case assessments and claims preparation. His litigation experience includes delay, damages, and cost recovery/closeout audits. Additionally, he has led numerous cost/recovery investigations resulting from either whistle blower complaints or allegations of contractor overcharging. Many of these investigations led to significant monetary recoveries.
Mr. Regnery has a B.S. in Civil Engineering from the University of Connecticut and is a registered Professional Engineer in the Commonwealth of Pennsylvania. Mr. Regnery is a member of the American Society of Civil Engineers, Schedule Delay Analysis Standard Committee, which developed the first ASCE and American National Standards Institute guidelines and standards for conducting a forensic schedule analysis.
