Tom Crawford is a Senior Managing Director in the Strategic Communications segment at FTI Consulting, and is based in Washington, D.C. He is also part of the segment’s Public Affairs practice, and serves as head of its Government Affairs specialty practice (formerly C2 Group) in the Americas.
As a senior member of the Public Affairs practice, Mr. Crawford advises boards of directors, executive teams and senior decision-makers on public-policy issues that pose opportunities and challenges to their organizations' enterprise values.
Mr. Crawford focuses primarily on serving clients in the fields of budget matters; corporate governance; retirement security; and tax policy and regulation. He has worked on every budget reconciliation and tax-measure package considered by Congress in the past two decades. Mr. Crawford’s expertise in the area of taxation is highlighted by his representation of some of the largest and most eminent financial-services and life-insurance companies.
Prior to FTI Consulting, Mr. Crawford was a founding partner of government-affairs and lobbying firm, C2 Group, which was acquired by FTI Consulting in 2013. In his role, he oversaw the firm’s growth and development into a “Top 20” independent lobbying firm in Washington, D.C. He also was a legislative director and managing partner at Murray, Montgomery and O’Donnell (MMO), a Washington, D.C. firm specializing in legislative-tax representation.
Before Mr. Crawford came to Capitol Hill, he served as the legislative director in the Michigan Legislature ─ handling tax and finance issues for the Senate-floor leader ─ and on the professional campaign staff through four election cycles for both statewide and federal races.
As a respected public-policy expert, Mr. Crawford is also a member of The Tax Council, and chairman of the board of directors at Harvard University’s Center on Media and Child Health. He has addressed numerous groups around the world on advocacy, insurance, tax policy and the Washington, D.C. process; and has been a lecturer in the Smithsonian series.
Mr. Crawford graduated with honors from Michigan State University, earning bachelor degrees in economics and political science.
