Scott Jones is a Senior Managing Director at FTI Consulting and is based in Boston, MA. He is Leader of Energy Solutions within the Economic Consulting segment. Dr. Jones brings more than 40 years of industry and consulting experience to the firm. As a consultant, Dr. Jones has coordinated projects for electric utility, oil and gas, petrochemical and other energy industry clients. As a senior executive with major energy companies, he was responsible for marketing, trading, production, business development, and all regulatory matters. He also negotiated transportation agreements, implemented risk management programs and directed acquisitions and divestitures. Dr. Jones’s recent work includes valuation and damages testimony, strategic business asset development, and the application of public policy to regulated and unregulated energy industry issues. He has testimony experience related to market structure, pricing and antitrust issues.
As part of his experience in the hydrocarbons industries, Dr. Jones has overseen the production, treatment, transportation, storage and sales of crude oil, refined petroleum products, gas liquids and natural gas. Dr. Jones has traded a variety of hydrocarbon products and developed hedging strategies to minimize price/production risk.
As an expert witness, Dr. Jones has testified on matters related to the value of hydrocarbon and electricity “products,” assets and damages stemming from contractual matters. He has testified numerous times on regulatory issue related to rates, market power, deregulation and merger/divestiture. Dr. Jones has testified before Congress, federal and state courts, the Federal Energy Regulatory Commission and state regulatory bodies on more than 60 occasions. Since 1985 he has addressed numerous forums on matters as diverse as options trading to Congressional inquiries on the state of the oil market.
Dr. Jones is the author of major published analyses and proprietary studies of energy markets and is a noted expert on price formation, competition, asset valuation and antitrust matters in these markets. He has written on diverse business and economics topics for a variety of professional, trade, business and academic publications. For example, in a series of recent publications in leading trade journals, he has set out financial principles by which utilities can manage risk by using futures markets for electricity.
